Rotary floor scrubber worth it?

Hi so I've been looking for investments in commercial cleaning and was looking at craigslist and saw this http://humboldt.craigslist.org/tls/5177308998.html Do you guys think it'll be worth it if I talk him down to $100?

Never seen this model before. Anyone have any luck with this type of rotary floor cleaner?
